Disable Authenticated Users in Zen

Hi,

I'm developing a website for a friend and he wants no user login at all. I'm using the Zen Framework and was wondering if there is a way to disable authenticated users? Under the 'People' tab it says locked.

Visit Configuration >> Account Settings, then under "Who can register accounts?" select "Administrators only" (note this setting is independent of the theme).
