Where is the code for the horizontal navbar? I would like to make some changes to it (decrease the height, etc.) but can't fined the code.

You would use custom css to override the defaults

I'm sorry, but I can't find the custom.css file using Marinelli, latest version subtheme.

The file depends somewhat on the theme, look at the themes .info file for the css files it uses.
