As far as I can tell, the file cookieControl.min.js is not licensed under the GPL and should be moved to libraries

http://civicuk.com/cookie-law/terms_and_conditions gives some restrictions that are GPL incompatible.

The alternative is that http://civicuk.com could agree to release the code under the GPL. (I asked for permission to remove the required advertising link and got an out of office reply.)
