Rules Integration with Rate module and User Points

Hi Everyone,

Just wanting some advice about a feature I'm trying to integrate with the Rules module, Rate Module and user points.

What I am trying to do:
So when someone votes on a node that a user has posted. It adds points to that users, user points account.

The issue:
I have managed to create this functionality without too many problems using the standard rules function.

However,

My problem is that using the standard rules functionality whenever, someone votes on a node irrespective of whether the vote is added or not, ie if someone has already voted on that node the vote isn't added. The rules function STILL adds votes to the user account.

So what I guess my question is this how can I setup a rule that adds User points ONLY when the node vote increases.

I'm thinking it requires some kind of loop system or something.

Can anyone suggest an approach?
