Rijkshuisstijl (Dutch Government Branding) Starterkit needed

Hi,
I would like to use "Rijkshuisstijl (Dutch Government Branding)" theme for my personal Drupal 7.12 website and I have already downloaded the theme, plus the Library API module. I will also need the Starterkit module for this theme, which is downloadable only from the Dutch gov. site, after one registers and logs in.
Is there any other place for downloading Starterkit module? (since only a person working with the gov. can register in the site, which is in Dutch).
Appreciate any tips.
