Block length on front page restricted, extra content displayed on another page

I want the length of a block on the homepage to shrink and grow with the content which is continually switched from published to unpublished. I want the overflow of the block to continue on another page in the site. Can someone help?

Views will allow you to have a list of content restricted to a specified number of items. You can also create a Page display on the same view and make it the "More" link for the block.
