No configuration options available

I've enabled the module, permissions are set for administrator. I've deleted the static robots.txt
I've cleared my browser cache and drupal cache.
On module page, configure link points to admin/config/search but I don't see any options.
Entering the path to robots.txt in address bar only shows "The requested URL "/robots.txt" was not found on this server."
