Avatars show up on user pages, but not in comments

I've tried and tried to search for this topic in the forums, but my exact problem doesn't seem to have been addressed before, not that I could find.

I give users permission to upload avatars, but they don't show up in the comments, only on the user pages, like this. By the way, I'm using Drupal 4.5.

So I've gone to /admin/comment/configure and done everything I could think of to do, and I've gone to /admin/themes/settings to make sure I've got user pictures in comments *and* posts enabled, and I do. I've changed to a different theme and done a test comment, but they still don't show up. I know there's this patch, but I've talked to cel4145 about it, and he and I agree that there really shouldn't be any need for the patch; this feature should work, but it just doesn't. Does anyone have an explanation and/or a way to fix it? I would really like for users to be able to display their avatars if they choose.
