Yandex is a biggest search engine in Russia and ex USSR countries. It also has a CDN located at http://yandex.st.

jQuery loads from this CDN more speed than from others for Russian people (see some tests http://habrahabr.ru/post/109309/).
I added support Yandex CDN to jQuery module. Please review.
