Problem/Motivation

The CSS coding standards document at http://drupal.org/node/302199 is missing some more recently adopted standards, particularly the file naming and organization standards.

Proposed resolution

Update http://drupal.org/node/302199 with specific recommendations from the HTML5 initiative cleanups. (See the issue summary of #1217010: Clean up the CSS for Menu module for more information.)

Since standards documentation is restricted to the documentation team (sensibly enough, I suppose), I made a draft version here:
http://drupal.org/node/1859324

I can copy the updated documentation over once we ensure it's correct.

I added the suggestions and created a table of contents among other clarifications:

I think we should see how google is doing it: http://google-styleguide.googlecode.com/svn/trunk/htmlcssguide.xml

The updated file naming standards (an updated BAT) is now in the official CSS standards. Closing this. :-)
