Getting this error when clicking: /admin/settings/ctools_plugin_example

- no other errors in drupal reports or server error logs
- D7.17
- Adaptive Theme using Subtheme

This only happens when clicking the CTools Plugin Example menu item in the Admin Menu Module or the Drupal Core Top Menu. I can successfully click on Advanced Help (opens modal), then click on Chaos Tools (CTools) Plugin Example link (still in modal) and everything is normal.

Switching from custom theme back to Bartik 7.17 = same issue

Visiting: http://localhost/mysite/ctools_plugin_example/12345 = same error

Visiting panels produced this error only twice and then no longer: Notice: Undefined index: pipeline in panels_panel_context_render() (line 286 of C:\xampp\htdocs\mysite\sites\all\modules\panels\plugins\task_handlers\panel_context.inc).

I just got the same error.
Any suggestions?
