I've configured a block and added it to the header region and it does not display. I've tested the block in other themes and the header displays.

I'm not the original developer and this issue hasn't come up that I remember, but I believe the features that Mayo has for the header area in theme settings keep you from being able to add blocks. If you look at "Advanced Header Settings" and the ability to add search form plus background images. Do the other themes you tried have similar features for the header built in to the theme's settings?

yes, other themes do have these abilities. In Mayo, I have the search form set to not display.
