Description
We needed a way for an action to send email to each user in a user reference field. If the field is empty, no email will be sent. Multiple fields send multiple emails.
We developed the following patch for consideration.

I'm adding it to 2.x-beta2 as a new feature for Actions 1 and 2.

reverting the version since the patch was against 1.0 not 2.0-beta1
