suggestion to go for a separate recruiter_access feature

It seems we are struck on application access and profile access workflow because of various bugs in core/contrib modules
for all the bugs we need to wait for patches in D8 then back port to D7.
I don't know but it seems we are incorporating additional modules to fill up gap in the work flow.

I suggest we should have a specific module some thing like recruiter_access on the lines of OG .Organic groups has its own module Og_access for the access control for profile2 access
our problem is we need to have two access controls

1.field collection item access for teaser (job_preferences) for anonymous users
2.profile2 access full mode resume view access per user context.
context and page manager i think is not working for entities which we are particularly interested.
any thoughts in this direction will be better.
