When creating a new backup email destination, it it not clear that the user can use multiple email address in the Email Address field like "name@domain.com;name2@domain.com"

Looks good. I'm strongly considering separating this functionality out into a separate contrib module for the next version so I'm going to hold off on committing until I make that call either way. I'll be sure this patch goes with the code wherever it ends up though.
