I have just installed a D7 sit and went to make the first blog post using input format full html. After I save it, and it is posted, the formatting html tags are ignored.
It seems I had this happen before on my D6 site but for the life of me I can't get this resolved - any ideas are welcome.

You may have enabled html purifier. I think you have enabled "Limit allowed HTML tags" and you have not added the formatting tags in the allowed tags list. This causes the html filter to remove the formatting tags before saving and hence the formatting tags are not retained when you view after it is posted.

Fix would be that you go in the Configuration-->Text formats-->Full html-->Configure --> Uncheck the "Limit allowed HTML tags" checkbox.
