How to make a second user a group admin when the group is being created

In the node/add form I have where a group gets created I have a user reference field to add a second group admin. I can't figure out how to give the person the right access when the node/add form is being processing.

I am using Rules with form events and I want to give both users the group admin role (the author and the second person).

Any ideas?
