Is my experience correct that vast majority of modules have no instructions on how to use them? You're just meant to guess from new options in the administration menus?
Mostly I have to rely on Youtube tutorials.
Is this a cultural problem with Drupal or am I unlucky?

Yeah, most of the unpopular modules have poor documentation.
There are no instruction/guidelines about how to use this module.
You can also notice poor documentation in Drupal core code also, where they don't explain the different types of parameters passed in a function.

Also, most modules that require documentation have some sort of explanation. If the module is small and with a focused purpose, you don't need documentation.
And yes, the youtube videos that you watch are part of the community helping out people like you.
