Change the position of Login on the right side above the Logo

Hello everyone !
I got stuck at the point of Login screen . I want to place my login on the right side above the Logo of the site like this http://www.todayjobworld.com/Home%20v2.JPG .
I am not able to find out the correct way how to tackle this problem since in the blocks this place is not defined . I am using Jazzlite theme .
This is urgent since i have to deliver my work to the client soon .

If you have experience in HTML/CSS you can play with the theme's page.tpl.php file to create a new region and assign the block.
