"admin/config/content/formats" page should use "delete" instead of "disable"

My understanding is the formats arent deleted incase content exists that uses this format. This content would then not render correctly. So instead, the formats are kept 'in the background'.

I just created a format, disabled it, and it is still in the filter_format table. So this confirms.
