If I allow to access user or role to one term, then user or role can access terms which are disallow for them, but if I disabled module Taxonomy translation then user or role has access only for terms which tehy are allowed to.

I find where problem is. Problem exists if in Taxonomy --> Edit vocabulary --> Translation mode is set "Localize terms. Terms are common for all languages, but their name and description may be localized.". If you choose other option then permissions are ok.
