Issue Summary
We need to improve the documentation of the testing process. Using a wiki page is the best way to help improve our documentation.
From a QA perspective the best way to improve quality is to have well written test cases which users can follow to ensure Drupal is working as intended. If we add wiki pages then volunteers can write test cases and developers can capture automated tests to test the intended functionality.

Wouldn't book.module act as a nice wiki solution for this?

I believe the documentation is already where it needs to be for now. Looks like book module was just used.
