"Bypass validation" option when creating rule?

I know what bypass validation means, and I have read that a few month ago the developer added support to bypass per role but I'm not sure what the option of "Bypass validation" when you are creating a rule do. Is just a way to create a per default disabled rule to enable it later? Maybe a little documentation is needed.
