Server side can't make disable the open_basedir

Dear Sir/Miss

Anyone can help me for this issue.I am facing an issue when updating the database and there has a problem that need to be disabled the open_basedir and I requested to hosting provider and there they said they can't make disable this function because of their server side security risk.

So how can I try to update the database by another way or how to make myself by any other way as modify in php.ini file or somethings else.
