D7 download-qtip drush command doesn't work [#1849710]

With the latest codebase & Drush, the "download-qtip" drush command doesn't seem to work on D 7.17 anymore while it does still work on D6.26.

It turns out this can happen if the Libraries API module is enabled and can affect both versions.
