Refactor BlockInterface wrapper methods

This is a followup to #1535868: Convert all blocks into plugins.

Currently, BlockInterface defines a number of awkward wrapper methods. I've outlined these, and the problems with them, in #1535868-108: Convert all blocks into plugins.

We can flesh this ticket out a bit later, maybe once the main blocks patch goes in.
