It's currently an undocumented feature that if the PHP filter is enabled that the teaser will not be automatically generated from any content that uses an input filter which uses it. It would be useful to include a comment on the content type settings page and on any applicable fields on the node edit forms.

To do this it'll have to: see if the PHP module is enabled, see if the PHP filter is enabled for any input filters, check if the user has permission to use that filter, add a sentence to the field's description.
