Followup to #1849004: One Service Container To Rule Them All. I for myself have no idea what to pass to DrupalKernel for the first and second arguments and why they matter. This needs policy, doxygen and perhaps patching too.

   *   Symfony\Component\HttpKernel\Kernel::__construct(). Drupal does not use
   *   this value currently. Pass 'prod'.
