I'm about to start a project with COD. Is the 7 version far enough along to build on? Or should I use the D6 version still?

Do you want to charge people for events? If no then you can use 7.x.

If so, Would you be comfortable building the registration piece yourself by installing and configuring the commerce module and a registration module? If yes then you can use 7.x. If no, use 6.x.

Are you doing registration in a 3rd party tool? If so then you can use 7.x.
