Sometimes it's there is a need to have certain fields required like the Country, state, and City but make the "Address 1" and ZIP code fileds optional. Is it possiple to do in addressfield?

The required subfields are only required if you make the Addressfield required.
So, just do not set the 'required' indicator in the field settings.
