I suggest deleting all mail functions from PGAPI instead to do sending mails with Rules.
For that need to write only one event "After saving new payment transaction", rest will make by Rules.
I hope, everyone understand the benefits and flexibility of this approach.

I can to do this for branch 7.x-2.x if my patches will be approved.
