Improve Pane, Page, and Layout Library

1.) consolidate "Page Library" into a single table
DONE ---- consolidate page templates + landing page panes into a single one

2.) consolidate "Layout Library" into a single table

DONE ---- consolidate all layouts panes into a single one

3.) improve "Pane Library" admin screen
DONE ---- make all content type types have default status of true
DONE ---- remove "default pane status" admin pane
DONE ---- improve global subtype alter hook to remove "token" and "page" elements
DONE ---- double check UI around having blocks show up in panopoly UI
DONE ---- merge all panes into a single giant table
DONE ---- merge in "resuable widget panes" into giant table
DONE ---- remove any items from "Pane Library" that have specific context
