I need my regions to float right. Is this hard coded?

Well, you can override the css in your theme, or better: create your own layout in your theme so you have full control.

Yes, it is currently hardcoded.

It totally makes sense that if we're using an rtl language it would float these to the right instead, though. I'm not entirely sure how to accomplish this, since the CSS is generated.
