http://drupal.org/node/1204572 says 'node_access', but shouldn't this not 'term_access' per http://drupal.org/node/310077?

How about comment access? How does comment access work?

It's very confusing to me, see #1441574: Port D6 access bypass bugfixes to D7, #13 for all the issues.

In any case, this is not a Drupal Core issue. It's either a support request, or an issue with a Community Documentation page. Temporarily moving to the Documentation issue queue for the Community Documentation folks to decide on.
