Suspending all roles with editing capabilities temporarily

We have too many user roles to go through and click off permissions here and there.

We are having to use a dev database for a temporary solution and need to shut-off all edits without actually deleting user roles.

Is there a way to do this via the permissions/users?

The Read Only Mode module might do what you need.
