Under admin > settings and within the fieldset titled "image handling" it simply reads "1" for me. No other text or options.

MySQL 3.23.58
GD 2.0.12

I'm using multisites (3 sites - not sharing DB tables) if that makes a difference.

I can confirm this. Still investigating the code. I know why it's doing it, but not what the proper behavior is supposed to be.
