The first time that an administrator user loggin the admin_menu appears at the bottom.
the admin_menu div is in the $page_bottom variable, and this does not allow that menu module "Administration menu" is accessible from the top.

Is this only on first log in? Meaning does the administration menu show properly at the top after subsequent log ins to the site? If so, it's highly likely this is a caching issue and not specific to Fusion.
