html flash page before redirect to index.php

hello evrey body

in drupal 6 i was adding index.html before index.php in htaccess "DirectoryIndex" to access index.html before getting inside the website , but now in drupal 7 when adding this index.html the page is entering an infinite loop of reloading and its preventing me from redirect to index.php

any help to deal with htacess?!!!
