Clean up tests

- Remove class PaymentBillingCallablesWebTestCase, because paymentbilling.module was removed from the project long ago.
- Correct class and file name prefixes (most classes belong to a special *_test module)
- Add docblocks
- There is one test for Payment Form Field that was never added to an *.info file, and therefore never discovered. Add it and make sure it works.
