I was trying to use field collection views in my custom view
the allowed field value is 1 ,
even after creating 1 value the Add link remains, clciking on the link takes to message "too many items"

Add link is a views field.
You could control it in template or remove it directly.

The add link is generated in the footer area ([nothing_2]) and doesn't reflect the Format setting on the "Manage Display" page.
Probably would be less confusing remove the "Add link title" setting from there...

If you clone field_collection_view you can simply remove it from the footer.
