Currently, Taxonews blocks are ordered statically, based on their weight in the UI at admin/build/block.

A feature request received offline asks for blocks to change their weights dynamically so that blocks with more recent news receive lower weights and therefore appear higher than blocks with older news.

This should not be a default since (IMO) it tends to break visual consistency, but could be an optional feature.
