I'm planning to create website with Commons as base. I know that it is on the heavy development stage. But I just want to know, does it have upgrade path? If I install current dev/alpha version and start develop my own modules and features that I need on my website, will I have ability to just upload new dev version and update it? Or I will need to re-install new dev version every time?

Mr. Nx commentedHi CryAngel, as a commons user I would suggest you don't use the Dev release on production sites (unless ofcourse you know what you are doing). If you are comfortable with drupal codings then using it for developmental purpose is just what it is for!
The current 7.x3 Dev releases are not stable and as per some documentations there is no assurance of an upgrade path between dev releases (though there will be official upgrade paths once the stable beta versions are released).
