Creating an easy-to-use form that changes settings on a Drupal rule action in commerce paypal

Hey all,

I'm creating a form that allows new users to their site to configure basic site settings all from one place (e.g., logo) as well as initial Drupal Commerce settings. In particular, I'm wondering how I can change the action settings for the "payments method" rule in the commerce_paypal module. See this screenshot:

How do I access the variable that alters those settings!!!??? Do I need to find the table and do a SQL Query?
