Apparently the Secure Pages module recently pruned the entire 7.x branch, so the commit ID being referenced in the OPIC makefile is no longer valid, and a drush make will fail trying to retrieve that module.

Patch to use the new tagged build instead of a dev branch + commit id is needed at this point to get builds to work again.
