in chrome, where i upload a too large file, it will tell me the file is too large.
but in ie, the site will tell me there is something to download, the content is

is it a local server or a service?
in the server, in the php.ini you can put a maximum size.
also in the drupal configuration, you can limit a smaller size than that.
look on the options of the field on the form.
how big is the file?
