Add option to hide coupon submission form

My store applies discounts only automatically, through Rules. There is no coupon that a customer can enter. So, the coupon submission form is useless. I can turn off the various parts of it, but not the container for the components remains.

I request an option to hide the coupon submission form entirely from the cart/checkout page.

Something similar for the "special discounts" (automatic coupons) would also be useful.
