modify download_count to work with attachment/filemanager combo

Description
I want to be able to log user downloads, but I am not using the core Upload module. (The attachment module supports titles and descriptions for node attachments.)
Specifically, I want to be able to track number of downloads per user as described in: http://drupal.org/node/124925.
Would it be easier to modify download_count to work with EITHER Upload or Attachment? Or would modifying either the filemanager or attachment modules be the simpler thing to do?
