Tab Key Order, how to correct the order

Hello, please excuse me if I am posting this in the wrong place, or have overlooked a very simple way of fixing this problem.

I have been working with Drupal 5.x for a while now and I am at a complete loss on this one. I have created a survey form with some specific fields that I am using for a customized contact page for users and customized the user login page.

My question is: How do I control the tab key order on the survey module and user login module. Currently on the contact form the tab order is correct until I tab from the last field to the submit button (it goes to the browser URL). The same happens on the login page, the order goes username --> password -->url. I have read about a patch for the user login module, but I don't think that is the problem as it happens in both the survey module and user login module. Basically, how do i fix the tab key order in drupal as it is not user friendly at the moment and would really like to solve this problem.

Any help to at least point me in the correct direction would be a great help. FYI, I am using the garland theme.

Just thought I would mention that I never worked out the tab order, but I believe it was caused by an another module installed. I've installed and configured a few drupal installations since then and the tab order works correctly in all them.
