I have created a patch for the Advanced User module and some Subscriptions example code that allows filtering users by forum: #1857602: Allow adding filters

Additional filters for other subscriptions types are certainly within reach, but the Advanced Users patch needs to be committed first. If you're interested in this feature, then please help advance Advanced Users...

With the additional patch in #941066: Advuser 3.x doesn't use Drupal bulk operations, you get bulk operations to subscribe/unsubscribe a selected list of users.
