User 1 does not seem to require code

I've enabled ga_login and set up the code. The tests work but the code is not required when I login with the user1 account. It's not clear from the permission page how I should check boxes to require this.

Also, please change the module's page to the link to add a code is /user/xxxx/ga_login/create rather than /ga_login/create.
